Article I: Name

Section 1: Name: The name of this organization shall be the Southwestern Illinois Networking Group and hereinafter referred to as S.W.I.N.G., or SWING.

Section 2: Address: SWING shall have and continually maintain within Illinois an official address which shall be the address of the current President, or as may be designated from time to time by the Executive Committee.

Section 3: Fiscal Year: The fiscal year shall commence on January 1 and end on December 31 of each year.

Article II: Purpose

Section 1: Purpose: SWING shall be a grass-roots organization whose purpose shall be: advancing the election of Democratic candidates and working for more equitable representation and participation of Democrat women in all levels of the Democrat Party and in all levels of government.

Section 2: Objectives: SWING shall work to fulfill this purpose through educational programs, fundraising activities, and campaign assistance to the Democratic Party and its candidates.

Section 3: Non-Endorsement: It shall be the policy of SWING to refrain from endorsing any candidate prior to Primary elections.

Article III: Membership

Section 1: Membership: Membership in SWING shall be open to all Democrats who support the principles and purposes of this organization.

Section 2: Payment of Dues: Membership shall be dependent upon payment of dues set by these bylaws. Dues shall be paid for each fiscal year.

Section 3: Dues: Annual dues shall consist of three categories: 1) General Membership; 2) General Membership-Student (aged 18 years or older); and, 3) Sustaining Membership. Dues shall be $15.00 for General Membership; $5.00 for General Membership-Student; and $100.00 for Sustaining Membership.

Article IV: Membership Privileges

Section 1: Voting: Each member shall have one vote on each matter of business brought before regular quarterly membership meetings.
Eligibility to vote shall be determined by verification of membership by the Treasurer. Only members in good standing shall be eligible to vote in election of officers at the Annual Business Meeting. All voting shall be by ballot and in person.
